This regenerates the Opening Hours table which is used by VLIB and VP library pages. It should only need to be updated following a change to branch hours in sysparams.
To make a branch (like the Heritage Library) appear open "By appointment" on the VLIB, please put an opening time of 0:00 with no closing time into sysparams
